急问：房子现在还能退吗？

买房bank rate还未fix, bank loan 还未正式下来, two weeks before closing date.房子现在还能退吗？house agent and bank loan agent said there is no way. Is that true?会有怎样的损失和责任？Many thanks for your kindly answers!!!
