Should I report to police for car accident?

We went to Chinese Hair-cut shop today. We saw a young man go out when we come in. He hit our car park along roadside and run. The accident was witness by an American neghbor. The boss at Chinese hair-cut has his phone number, since you must make appontment before you come in. We called his phone number, it appear that it is one company's number and nobody answered the phone.
