合同上没有“效率低扣工资“的条款， 但是是这么说的

XX Company shall pay the Contractor the Deliverables, and Services requested, performed, and accepted by XX pursuant to this Agreement at a rate of $..USD/hour.

他们能说那些扣掉的时间是 not accepted 的吗?
