I don't think the facility can transfer your case to a collection company. They have contract with Cigna. If Cigna refused to pay them with a solid reason, then it's a done deal. Even if the collection agency contact you in the future, you can tell them what happened. It seems like the facility and Cigna are playing name and trying to force you to take the responsibility.
