恳请老猫指点: 如何报警 Contractor 骗子

Sorry my Chinese typing is quite slow, so I write my problem in English.

The person JG from a plumbing company did a pipe-change work for us. After we paid him for the re-pipe, JG offered to do some work in our backyard. The total cost is $4000 and we gave him $2000 deposit based on the agreement. He told us he would start the work the next day. But JG did not show up. While we are waiting, a worker who had worked for JG on our re-pipe came to our home; he told us that he was looking for JB because JB hidn’t pay him. Meanwhile we found from an expired craigs-list ads dated July 2nd that a person offered $100 reward to locate JG because JG walked away with deposit as well. Now eight days passed, JG still did not show up. We realized it’s fraud and we are probably not the only victims. We have to do something to prevent more victims who will be cheated by JG, and get back our deposit.

Is this a crime or fraud to report ? We want to report to the police department, and hopefully JG will be detained. What’s your opinion, 老猫? 多谢
