H1B qestion, Please give me a

My situatation:

My company agree to apply for H1b for me, but this is the first time for HR to handle this case, they really have no idea at all about it, HR keep on researching( already one month), they told me they will find a lawyer to do this, and they ask me to find a lawyer at same time, so lawyer at both side can deal with it together, and they think I need to download and fill in some kind of application form from official web site and submit to them first.But I check the web site, it seems to me that I do not need to fill in any application.

I totally have no idea about how to do? what kind of document should I prepare? do I need another lawyer? is there any application I need to fill in? if yes, where can I download it?

The quota will be used up soon,I am really urgent.
