It is their responsibility to make the apt area comfortable for all the tenants.

倒垃圾和脏水 are not emergency so you'd better NOT to dial 911 for those reasons. But you CAN call police if your neighbors make too much noise at late night, and you can complain about their 倒垃圾和脏水 behavior then.

You've been tolerant enough to those Indians. It is time to protect your own right.
