mold in the apartment without care, please help !

I am living in Bay Area of California. We rent the apartment. My son has a severe allergy and cough, ashma for 2, 3 months. Doctor said mold, grass and others can cause the allergy problem. I suddenly realized the black fuzzy substance inside of the ceiling wall in both bedroom and bathroom
that we reported many times to the rent office before. and they just came and use blench to clean it, they cleaned many times, and after a few weeks,
the back stuff still came out. I didn't realize that one was the mold before.
recently my son's cough and ashma got worse. We talked to the rent office manager to report the problem and request either to transfer us to another room or release us to move out without 30 days notice. The manager said no
and came to the room to take some pictures and also told us those are not mold. the only thing they can do is to use blench to clean again, they said they didn't care about if my son has a ashma, they said mold are anywhere.
that was not an issue. the manager mad to me. what can I do now? Can you give me a help? Thanks.
