ANOTHER Possibility: not catalytic converter

1.catalytic converter $400 installed in CA from Chinese shop. Non CA even lower.
2. Possible only Oxygen sensor on catalytic converteris dead. replace for $100
3. Maybe not catalytic converter, just need change oil? Gas tank cap loose? 90000 miles service required?....
