She spent others money, that is steal. Money is the easiest one to proof. What other evidence do they need?

If I were her, I would call the cousin, ask his forgiveness. He may accepting her phone call. Since she were his enemy (which she should not be), all she should do is make a call and ask for his mercy. Nobody can recording the phone call: it is illegal. It can not be used in the court of law.
