请教，property tax fighter法律顾问存在骗局么？

一家法律顾问公司来信称愿意代表我与county appraisal committee交涉以降低房产价值达到节税目的，可以按照最终节税的40%收费，不成功不收费。

我觉得目前的房地产情况，房屋的估价有下调的可能。但是想知道，这种代理服务是否合法，有没有什么圈套在里面？谢谢
