停车罚单

在纽约一自助停车场,付款打印了停车票据并放在车内窗口，但还是拿到一个罚单，不知道是什么原因。请帮助分析一下，谢谢.内容如下：

In Violation of Sect. 4-08 (Subsect. Below) of NYC Traffic Rules:
No Std ex auth vehicle (c)(4) DAYS/HRS: ALL DAYS/ALL TIMES

Complainants's Comments:
Authorized Vehicles: DOT PERMIT ONLY
