Appeal Property Tax Reduction -- 律师收一半reduction amount

收到有律师的来信。房子06年买的，肯定appraisal价格降落15%左右。

律师收一半reductionamount. 另要付appriser 450美元。
说大概会降3000美元/年。

如果自己appeal，能降这么多吗？

律师是按小时付合算，还是付一半reductionamount好？

有没有做过的，share experiences?
