请教老猫逮捕记录

被以felony逮捕过，但未被起诉。当时从法庭拿到的文件写着discharge，而非dismiss，说三年之内如果DA不再起诉就dismiss掉了。想问老猫，这种情况下能否expunge arrest record？出入境可以出示怎样的材料证明未被起诉？谢谢！
