请教：怎么救这个孩子？

一个母亲患精神病，把不到一岁的孩子关在房间不让他人（孩子的外祖父母等）碰。怕别人给她孩子下毒。这个母亲在上学，每天出去就把孩子关在房间里。孩子哭的话，外祖父母去管她回来发现就大发雷霆。问题是孩子天天这样被关着，时间久了错过学话的最佳时机不但不会讲话，很可能会智力低下。这疯母亲目前已经没有任何收入了，老公回国估计也不要她了。请问各位有什么高见把孩子救出来？孩子出生在美国，这疯母亲是学生签证。
