邻里之间的问题 (图)

我家门前的这条马路是个斜坡。上家有个管子水直接排在马路上。问题是他家每隔几分钟就有水出来,天一冷就结冰，我家的drive way前的马路上全是冰，开车都成问题.上次出门的时候，刹轧，结果车子都出不来了。 我都忍了两年了。昨天街道那边停了一排车，刚好有一辆车drove by. 我下意识的往边上走，结果摔在冰上. 平常关系还可以，孩子们也在一起玩.不过我估计即使我去说，他们也不会怎么样，因为水没到我的 property. 我该怎么办呢？ Thanks a lot
