How could I get prepaid money back?

I had free consulting for Laser surgery in Aug. I would like have surgery done in Dec. The consulant at doctor's office told me to prepaid $1000 to reserve that day. She told me it is fully refundable. I paid the money with credit card. Later on, I found a better clinic; I cancelled the appointment with the doctor. After he used up all excuses, he told his account has been freeze; he has no money to pay me back.

How could I get my money back
