帮朋友问关于f1/f2报税退税的问题

朋友f1生小孩，因为学生保险不好，一共花了2万多。我觉得太多了，不太正常，是不是报税的时候政府会退一部分回来？这是3年前的事情了，不知道还可不可以向政府要回钱来？多谢回答！！！
