朋友给人装修房子，完事后被苛扣工钱，祚办？

今朋友来诉苦，说是第一次给上海人装修房子，说好$17,000。完工后这个甜蜜的上海女人只给$16,500。说是留下$500要看有没有问题，如果有问题朋友必须回去修补，然后再给这$500。

朋友商务签证早已过期，如果讨债($500)不知会不会有麻烦。

其实美国人干同样的活要价$30,000。没办法啊！
