请教加州地主--退押金的事

我孩子和朋友一道在LA租的房子住了一年， 今年一月底到期已经搬出， 但房东把6000刀押金扣着至今没退。说墙上有磕碰， 要修补，扣几百元，孩子同意， 但至今分文未退。 请问， 根据加州法律， 多久地主必须退押金？不退有办法告她吗？ 是个黑人房东。
