国费留学生可以拿*国家优秀自费留学生奖学金*？

国家优秀自费留学生奖学金，顾名思义是给自费留学生的。
可是今天登陆大使馆教育处网站，无意间我看到三个我认识的人拿到了，三人都是国费留学生阿？
这该如何解释阿，为广大自费留学生不平。
