达人救我！被保险not in effect的车撞到：（

达人们，一辆车穿过双黄线，撞了我左边道的摩托车，然后摩托车被撞飞后又撞在我车上，车左边全部烂掉。。。警察认定是那个人的责任，我也拿到了事故报告，但是给对方保险公司打电话，被告知对方的保险not in effect。什么是not in effect？像这种情况，我怎么索赔呢？另外，是摩托车撞的我，我可不可以联系摩托车的保险公司，让他们给赔付，然后摩托车保险公司再去找肇事车主或者他的保险公司呢？谢谢达人！
