No idea, your son should talk to a local insurance agent

I assume it is possible to keep title and driver to separate persons. For example leased vehicle doesn't belong to the driver but driver agrees to take care of vehicle registration and insurance.

Yes, if the car doesn't worth too much to you, you should just give it to him.
