请教海运进口清关问题

第一次海运一点货。联系了国内一家货代。他给我发来Email如下：

“我们美国代理是负责货物运输进口清关的但没有进出口贸易资质，所以需要您找当地有进出口贸易资质的公司提供相关清关资料给我们美国代理”

问题1： 我知道我需要请公司在美国清关，但中国货代公司的美国代理的作用是什么？听上去，他们不能独立清关。

问题2： 国内的货代有负责在美国清关的吗?

问题3： 有人能推荐在Oakland（CA)的好的清关公司吗？
