敬请指教: 能否给和前妻生的女儿办父子团聚移民?

本人有美国绿卡，有一19岁女儿在国内，和前妻生的,
协议离婚由前妻抚养，本人付生活费。

绿卡是在离婚多年后拿到的，想把女儿办到美国，前妻完全同意。

这种情况能否给女儿办父子团聚移民？
问了几家律师，说法不一，
敬请明白人指教。
