If you want to do NIW, then you have to demonstrate that your green card will serve the national interest. People show their cases by professional publication, letter of recommendations, etc. Having a PhD degree certainly helps, but it is not necessary. You need to evaluate all your credentials to decide whether to file now or later. Also, how long you will wait is not related to when you file. Filing early does not shorten the waiting time. It just starts the clock earlier.
