Your OISS is ABSOLUTELY wrong. There are several ways you can get green card: employment based, family based, etc. For normal employment based green card,you need employment sponsorship. For almost everyone that means you have to be on H1b visa. National Interest Waiver does not require employment. That is why it is called a waiver: they waive the requirement because you are good enough to serve the national interest of the U.S.
