J1 waiver 疑问：要办两次 waiver 吗？

我现在j1两年了，已经办了waiver.现在 要换到另一个地方，请问还能申请j1吗？如果申请了j1，是不是 还要办waiver? 据说只能办一次waiver。哪位有类似经历的请答复！谢谢！
