A second waiver is required if you renew (extend) your current J1 program or change to another J1 program after DOS (not INS) approval of your waiver.
There is almost no way you can get a second waiver based on "no object" from Chinese embassy, which means you have to go back to China to fulfill 2-year home country resideny after you finish your J1 program. Even worst, your waived J1 period may still be counted in your current J1 period to a maximun of 3 years. For example, you have been in J1 status for 2 years and got a waiver. Then you transfer to another J1 program, the total time you can stay in the new program may only be 1 year.
DON'T accept any J1 program in your case, no matter how good it will be.
