去加拿大工作work permit

请问在申请移民加拿大的过程中，能否以work permit/temporary resident visa身
份去加拿大工作并在其境内等待移民申请的结果?
在cic.gc.ca上看到关于申请work permit的要求："You must satisfy an officer that you will leave Canada at the end of your employment." 这和同时申请加拿大移民会有什么矛盾吗？这里是不是也有什么移民倾向的问题？困惑中，请知道的朋友们给指点一下吧，非常感谢您的帮助。
