Questions. Help please!

I got Canada PR landed in 2000,came back to US after one week and never been back to Canada since then. I understand that I might have already lost my Canada PR status.
My question is:
1. Is there anyway I could get the PR status back?
2. If not, can I reapply Canada PR by using the paperwork submitted for the expired PR? Since there will be too much paperwork to prepare if I have to get a whole new set.
3. What's the impact of this losing PR staus on the new application?
