1. Is there anyway I could get the PR status back?

不可能

2. If not, can I reapply Canada PR by using the paperwork submitted for the expired PR? Since there will be too much paperwork to prepare if I have to get a whole new set.

我想你需要重新交材料吧，移民局不可能再把你当年的材料调出来看的。现在的要求和5年前可是不同了，你的材料需要UPDATE。

3. What's the impact of this losing PR staus on the new application?

我想没什么影响，和以前没关系。但现在总体的等待时间都长
