请教： 无护照？

请教诸位大侠， 我持有一本因公护照，已经过期。因公护照延期非常难缠，看来是没有希望。我最近需要到韩国出差。我持有美国绿卡，所以想申请" reentry permit"。 请问“"reentry permit" 可以作为国际旅行证件(护照)吗？如果可以，到诸如韩国等地(美国护照免签的地方，中国除外)， 是否需要签证？ 提前谢谢，再谢谢。
