请教8老师，485被拒

我妈妈的485被拒，原因是overstay B2，但是她的overstay是有原因的。过程是这样，她收到了advance parole后独自回国， 回美时在机场她交给移民官 她的护照， advance parole paper，和 我写的信解释她在申请绿卡，要用advance parole 入境。但是移民官忽视了那两张纸，而是用她的护照上的B2 visa 给她入境的，我们一直都没有意识到直到485被拒。还有申请绿卡后我们搬了家，但马上改了地址，也收到了confirmation。但是移民局的信都寄到旧地址（我是到移民局办公室才要到的），造成我们没能及时发现并改正。

我认为她的overstay 是由于这两个移民局的原因造成的，请问这种情况应该怎么办，可以申请waiver reopen case 吗？
