拒绝信上的拒绝决定的日期是2019年3月吗？还是更早拒绝但是你2019年3月才发现？

关键的问题是那次有多久的unlawful presence。根据USCIS Adjudicator's Field Manual chapter 40.9.2(b)(3)(A) （这个PDF的第85-87页），Adjustment of Status（I-485）pending期间不积累unlawful presence，就算最终被拒了。

"Note that, if the application is properly filed according to the regulatory requirements, the applicant will
not accrue unlawful presence, even if it is ultimately determined that the applicant was not eligible for the
benefit in the first place. The accrual of unlawful presence is tolled until the application is denied."

所以如果第一次I-485是2019年3月拒绝的话，那从那个时候才开始积累unlawful presence。到2019年8月离开美国的时候积累了少于180天的unlawful presence，所以不触发任何ban（3年或10年的ban都没有）。如果这样的话，第二次I-485的拒绝是错的，应该reopen。
