8老师，接上贴11/4/22您回 snowbupt的帖子，您回答第一个问题说“just write a letter to explain it."这个letter是写给谁呢？怎么写呢？多谢！

-Type the letter in the NVC Public Inquiry Form at this link and attach the NVC Notice in the link also and then, submit it to NVC:
