我爸爸为我哥哥申请I-130，我爸爸三周前刚收到批准通知。现在排期是2015/03/15， 递件排期是2015/12/01. 申请是2016/2递交的。
我的问题是：1. 后续信件就是Welcome Letter对吗？会寄给谁？我爸爸还是我哥哥？通知里说一个月之内会有后续信件，但是没有说清楚是我爸爸petitioner会收到，还是我哥哥beneficiary会收到。

2. 我哥哥I-130申请时的地址现在已经变化，应该怎么改？我看了AR11, 上面只能美国地址改成另一个美国地址，不能中国地址改另外一个中国地址
