请教8老师，给我妈申请绿卡，130已经批准，收到I-485要求面试的通知

我妈现在在美国，现在收到要她到广州去面试的通知，通知是美国国务院发的。

这个程序正常吗？我妈必须回中国面试吗？为什么不能在美国面试？
