子女为父母申请绿卡，移民局提出要申请人在中国的无犯罪证明，但申请人已经移民到其他国家多年，在中国的户口已经注销，所以国内派出所只给开了户口注销证明，不给开无犯罪证明，好像是2016年开始实施的新政策，那么这种情况就成了谁都不管了，还有什么方法能得到？急死了，怎么办？先谢谢答复，救命！

-It is your parents' 在中国的无犯罪证明, not yours. This document only is needed when your parent's finggerprinting fails if they file I-485 within US. So, your parents need to do ask the 国内派出所 to 开无犯罪证明, and then go to the Notarization Department/Company to do the notarization. Many Chinese like your parents have done the same thing, and it worked very well.
