紧急求问关于国内的无犯罪证明

子女为父母申请绿卡，移民局提出要申请人在中国的无犯罪证明，但申请人已经移民到其他国家多年，在中国的户口已经注销，所以国内派出所只给开了户口注销证明，不给开无犯罪证明，好像是2016年开始实施的新政策，那么这种情况就成了谁都不管了，还有什么方法能得到？急死了，怎么办？先谢谢答复，救命！
