请教：8月29日马上要出台的Allow Additional Applicants for Provisional Waiver

我还是移民身份，父母恰巧正在美，不知马上要出台的新政策是否可以适用于他们？所谓的extremely hardship 是否是申请的关键？ 先谢过各位的时间和指教。
