求教各位老师 有关 CSPA

我的概况：

1。加拿大公民

2。 EB2申请， 在Montreal 做的 Consular Processing

3.  今天收到 Immgration Visa

4。女儿持中国护照，现已超过21岁，在西班牙读书，我在填DS-260时说她会随后申请移民美国，当时她还不到21。

求教各位老师以下问题：

1。我女儿还能否申请移民？ CSPA (Child Status Protection Act) 是否适用？

2。若可以申请，她应该在哪儿提出申请? 中国，加拿大还是西班牙？

3。大概的申请程序是怎样的？

4。能否推荐一个好的律师？
