请教-母亲绿卡已交出生公证为何还需其他证明？

8老师及各位老师，

请教我母亲申请绿卡中的一个问题， 希望得到您的帮助。

我母亲申请绿卡时已随485 表交了出生公证， 但今天接移民局电话， 说还需户口证明 （Household Register), 出生公证只是secondary evidence. 有关notice近日寄到。

我很confused： 我的理解是出生公证应有更高效力， 是primary evidence。 也读了12月13日那个父亲申请绿卡的帖子， 户口本只是secondary evidence。 也从没听说有类似情况的被要求出具除出生公证以外更多的证明。

想听听您的看法。 不会是移民官弄错了吧？ 还是有了新的政策？ 或是各移民官理解不同？ 如果我的问题还不够明确您无法回答， 收到notice后我将补充信息。 我只是比较心急。
