请教：我是公民，继父曾来美探亲两次，申请他移民被拒，理由是我母亲再婚时我已超过18岁，可能再申诉吗？

-No because obviously he is not qualifed for the green card under your sponsor and USCIS's decision is correct. The only way is that your mother becomes a US citizen and then, sponsor him green card even if he illegally stay in US.
