You are using AND logic operation. But the 485 instructons are using OR logic operation. They say if one of D, E，and F is ture, then it is not eligible to apply. - It is correct that I-485 intructions indicate that "one of D, E，and F is ture, then it is not eligible to apply", which is an OR.  While it was you who brought in AND, by "So if all parts D, E and F apply, is it still eligible to apply?"  That is the very reason I showed above example.

I guess these instructions are misleading and do not refelct the origianl INA. Maybe Parts D and E sholud be deleted as they are contained in Part F.
