我爸妈需要办理2年的“Reentry Permit”，他们现在的状态基本上是在美国呆4-6个月，在中国呆11个月左右，请教问题如下：

1，在我为他们申请“Reentry Permit”的时候，他们人必须是在美国吗？

-Yes. After they do the finerprinting for the RP, they can leave US.

2，他们因为没有收入，从来没有报过税，这对他们的“Reentry Permit”申请有影响吗？

-Irrelevant.

3，每个人申请的费用是$360 + $85 吗？
