请教8老师，皮匠老师关于“Reentry Permit ”

我爸妈需要办理2年的“Reentry Permit”， 他们现在的状态基本上是在美国呆4-6个月，在中国呆11个月左右， 请教问题如下：

1， 在我为他们申请“Reentry Permit”的时候，他们人必须是在美国吗？

2， 他们因为没有收入，从来没有报过税，这对他们的“Reentry Permit”申请有影响吗？

3， 每个人申请的费用是$360 + $85 吗？
