You may just pay $1225 to use premium processing to get the pending H1 approved and then, do the H1 transfer. At the same time, ask your new employer to do the h1 transfer paerwork now and after the H1 extension is approved, just provide the copy of the approval notice and the I-94 for the h1 transfer.
