based on your answers to 3/5 my best option is to go outside, such as canada, to get h1b visa no matter revoke f1 or not.

-Right, but if you revoke the F1, you may have difficulty to get the h1 visa because you are unlawfully present if you withdraw the F1 application.
one more thing: originally we plan to transfer h1 to f1 for me and h4 to f2 for my wife. after talking to student officer we plan to exchange that, h1 -> f2, h4 -> f1.
so do all your answers still apply to this situation (I mean I transfer to f2)
-Yes. Your or your wife status is decided by the final approved status. The principle is the same.
