可以寄出她的申请吗。表格都已填好签过字了。但现在她实际上不是在美国了，表上另有一个选项是为在美国以外的人申请AP。请问我可不可以还是按已填好的表寄出，等拿到AP再寄回中国给她？

另外，AP申请表应该寄往哪里？我们的485是寄到Pheonix Lockbox但后来转到TSC的。我们是不是可以直接把AP申请寄到TSC？

表上另有一个选项是为在美国以外的人申请AP。
-This is not for the people who is living in US like you, but for the people who is living outside US for humane reason to come to US without visa.
